"I am often asked why I decided to publish a pictorial of the Narita airport now, several years after its inauguration. My intention was not to "bring out a problem" but just to leave a record of how the airport was constructed.
It is widely known that opinion of the local residents was divided into three groups at the time the proposed site of the airport was changed from Tomisato into Sanrizuka: the supporters in favor of the construction, opposers violently against the project, and the neutralists who finally conformed with the government policy although feeling somewhat apprehensive. As for myself, I was only a third person when seen from the native villagers. I felt I could not identify myself with them no matter which stand I took." - Yoshiro Koseki
