In 1978, Kazuo Kitai was asked by the mayor of the town of Urayasu to publishe a photobook of the famous fishing town Urayasu, as the fishing industry would cease to exist with the opening of Disneyland in 1983 and the fishing village would become desolate, so he wanted to take photographs of Urayasu that still had some of its old vitality.
